This configuration is found on State Tax
Seals which do not
have a full picture of the Russian State Arms
on the reverse.
So when the reverse is blank the State Arms are shown as Ю
and the T is for TAMOЖHЯ (TAMOZHNYA)

Many of these seals have unreadable letters however one found by Ged Dodd
on the 27th May 2015 among many others found at West
House Mill reads TA*ПEPHOBCKOИ* = TA.PERNOVSKOI |
Deciphering Russian State Arms Customs Tax Seals

The easy ones have an impression of the Russian State Arms on the front.
(On city customs seals this is the arms of the city, such as St Petersburg or Riga.)

BEPЖБ.

Here the city is BEPЖБ. an abbreviation for VERZHB.(OLOV) which is modern day
VIRBALIO in Lithuania .. 1873.There are a variety of different crosses.

A large single letter or symbol has
on either side and this is a substitute for the missing State Arms Customs Logo where the reverse is blank..
The date is (1806) with letters around the rim.

The reverse on these seals is always blank. The letters around the rim of the obverse are T*ПEPHOBCKOИ where the T is for TAMOЖHЯ = Customs Tax, & the rest
is PERNOV, PARNAU in Estonia.

crimping toolThe symbol* in the centre is the City Arms for St Petersburg. The letters around the edge say CAHKT ПETEPБПOT which is St Petersburg Port.
Others are for Riga.

The reverse on these seals is always blank. Some have symbols on the obverse with seal crimping tools being common, keys, fish, and stylised ship's hulls, hammer and more.

identification of Russian Lead Flax, Hemp and Jute Bale Seals from the disused 18th/19th century Mills of the Industrial Revolution in the UK. For many decades in the 18th & 19th centuries, Russia was by far the world's greatest exporter of these flax stems via Archangel, Baltic ports, St Petersburg, and Riga, and the UK was its major customer. Every bale of flax stems was fastened together with a lead seal by a quality control inspector. The discarded stems of the flax with seals still attached were prized as fertilizer by local farmers and were spread onto the land mixed with night soil manure.
